well, they have one condition and 2 attack skills so it doesnt make them too overpwoering. and yes the scales have 2 elites, and so do the obsidian guardians in the uw during the terroerweb queen quest.

Nah! this is not about overpower it's just funny see 2 elites at the same time in a "balanced" game when all monsters must have the same skills human players use (IMO)

What I'd do..
Take capture signet and barrage,and go trough the Dragon's Lair mission.Cap melandru's resilience and voila!There you have it

Or... have a joyride in Perdition Rock. Take an elite, 6 cap sigs, and mimicry. N/Mo/Me/E all have 3 elites to cap there, so at the end you can have a full bar.

I wonder if someone ever had a full bar of elites.
take a Me/something or something/Me, go to Perdition rock. Most professions have 3 bosses running around there.
So your bar would be:
1 Elite skill previously captured
1 Arcane Mimicry
1 Arcane Echo
1 Capped Mesmer elite: Echo
1 Capped Mesmer elite: Signet of Midnight
1 Capped Mesmer elite: Power Block
1 Capped Mesmer elite: Echo
1 Capped Monk elite: Amity
1 Capped Monk elite: Healing Hands
1 Capped Monk elite: Martyr
And there you have 9 elite skills on one skillbar. Oh wait that is impossible... Ok, 8 is the max i guess.
